I had thought for sure that it was Speedball reaching up too early for the "good match" pat and Ref being like "How is this going to look on TV" after getting a clear view of the motion, but this makes more sense

It was Nagano Olympic mania! I have fond memories of chowing down a bowl of this stuff, then sitting down to get incredibly frustrated and annoyed with this game, and feeling like I wasted a weekend rental!
