-public education
-road upkeep
-firefighting
-easy public health measures that prevent enormous downstream public costs and individual suffering, i.e. VACCINES

Media must be Canadian owned and subject to Canadian content laws (including advertising) - no subsidies to any non Canadian outfits. Fix the charity rules so that 'ganda mills like True North and Rebel aren't eligible. Donations to media should be fully transparent to CRA at least ... for starters
