Crawford wasn't wise enough to anticipate Lecter being one step ahead of the FBI from page 1 of the book since he already knew who Buffalo Bill was before Starling visited him.

Lecter in the book is just a one-note character designed to scare by showing high intelligence serving insane desires, while Crawford got good lines like "I'm not sure you get wiser as you get older, Starling, but you do learn to dodge a certain amount of hell."

The book did a better job of contrasting Crawford as a mentor for Starling and Lecter as a manipulator, but I can't deny it's a well made scary as hell film.
