1) the moral case for short-term direct spending by gov is people are really living on the breadline & 2) the economic case that people on lower incomes will spend a high fraction of income in the economy & spur growth (while longer term problems like lack of housing are addressed)

He definitely didn't advocate balancing-books'ism, which is what this is about. After 14 years of poor growth ofc we need long term borrowing, but also short term consumption gov spending with it's multiplier to spur growth. Clearly, once economy gets going you turn off short term tap!
