Russia running deficits for 7 years in a row last happened in the 1990s. And in the 90s, foreign financing was available (IMF, in particular). No such option is available to Russia today.

Chart below shows budget deficits from 1992-2028 (2025-2028 are planned; deficits will be higher).

Russian federal budget surplus (deficit) from 1992 to 2028*, billions of dollars.

2025-2028 are estimates by the Ministry of Finance.

The last time Russia had such large and persistent deficits was in the 90s.

Here is confirmation that VTB received a subor from the NWFund for 93 bil rub. In total, 300 bil will be issued in May. Considering that the liquid part of the NWF is yuan, the banks most likely sold these yuan right away. This led to the strengthening of the ruble to 78 rub/$

If in 2003 the US had invaded Iraq, failed to topple Saddam, lost a significant portion of its invasion force, ended up occupying only about 20% of Iraq- would anyone seriously call that a coalition victory? So why would Russia’s strategic failure, despite territorial gains, be considered a victory?

👉 There’s NEGATIVE GROWTH in the non-defense economy.

Russia raised taxes last year by a substantial amount, but tax revenues have only increased by inflation.

👉 As the non-defense sectors falter, tax revenues will continue to fall flat.

“War economy” = stagflation!
Huge problems for the Ru budget!
Everyone is talking about the decline in oil revenues RU
But they forget about NON-oil tax revenues
Starting from the 2nd half of 2024, the growth rate fell from 37% to 10%, in real terms it is 0%, and this is despite the increase in the tax rate!
