ICE has to pay their agents, which means they have records of where they are assigned to work. A court order would force them to disclose which agents were present at specific operations, especially ones caught on film. Defying the court order will create legal issues and draw in media scrutiny

Smart move to target individual agents rather than forcing ppl to take on the entire govt directly. Forces ICE to either step in on their own dime to defend every individual lawsuit in state court pro bono, or to abandon their agents, which will make them think twice about violating ppl's rights

Probably some critique of Trump 1 ... but I don't think they were expecting their depiction of masked agents in battle armor throwing ppl into makeshift prisons without any oversight to become reality

The first six episodes were done with a different creative team that was replaced because they were not doing a good job. The episodes after, which are far better, were done by the new creative team & reshoots were done to add new scenes to the first six episodes to make it more cohesive narratively
