There's absolutely no way that a real doctor would say that a man who is overweight is in "perfect health".

Its a tried and true Soviet/Russian tradition. When looking for innovations in technology just copy whatever other countries are doing, slap an appropriately jingoistic name on it and claim its proof of superior Russian science.
