The original report this is from is a great deep dive explaining why CEQA needed reform, and why "environmental" groups that fought against the infill exemption should be ashamed of themselves. Subjecting infill to this kind of abusive legal gauntlet is climate arson.

There is currently a rush by California officials, all the way up to the governor's office, to enable rebuilding in a manner that will GUARANTEE a repeat of this disaster. We need to be a lot smarter about this.
Here's the executive order Newsom talks about. This seems to make it even easier to build in areas that keep getting destroyed by climate disasters and doesn't address the serious reckoning that LA will need to have about density, affordability, and managed retreat

This map is a huge part of why lower-income folks in urban areas turned against Democrats. If "the system" -- institutions in cities, largely run by Dems -- doesn't deliver a decent life for the average voter, the average voter is going to vote for people promising to burn down the system.
