Das ist mal wieder so ein Fall wo die US Verfassung nicht eindeutig ist. Der 22 Zusatzartikel besagt dass jemand der zweimal Präsident war nicht mehr antreten darf. Der 12 Zusatzartikel besagt, dass die selben Regeln für die Wahl zum Vizepräsident gelten wie für die zum Präsidenten.

The brackets have very clear criteria - in one direction. A deck which runs opposition agent cannot be a 2 - that's a hard no. But a deck which does not run any game changers can still be a 3 or 4, there's no barriers in that direction.

In the end, this whole thing is not about power, but about mindset - do you want a purely casual game, a somewhat cometitive game, or a cutthroat slugfest. And even if your deck has no game changers, if it's not fun to play against with your average precon, then it has no place in bracket 2.

All the "hard" rules are just there to "block" you from "undervaluing" you deck - if you run gamechangers, you can never be under a 3 - if you run mass land denial, you can never be under a 4. But a super optimized deck, even if it has not a single gamechanger in it, is a 4 not a 2.
