Remember Middle Earth was saved by the discovery of Isildur’s correspondence in the unprocessed archival collection MS1973 in the White City and then Middle Earth was preserved by bravery of the smallest among them. Imagine Frodo not having to wait 17 years because Denathor II fired the archivist.
There are RULES for gov’t documents—who has them, sees them, keeps them, where they’re kept—because they’re a record of gov’t business.

Not open to all—but containing the doings & ACCOUNTABILITY of what our gov’t does.

The Nat’l Archives stores much of that vital data.
