one could have 5+ kids, only feed and clothe them and kick them out once they turn 18, but your kids would certainly be poor so no one does. people would (reasonably!) prefer to invest all their resources in giving 1-2 kids the most upward mobility and so an additional child seems insurmountable 2/2

while I think helping couples who want larger families is better than forcing everyone to have 2.1 kids, i don't think this would be easier to do. The "cost" of kids isn't in trivial matters like food and clothes, but higher education, extra bedrooms, vacations and opportunities to get ahead 1/2
