I am teaching an introduction to Bayesian statistics this term and have adapted some of his examples. Generally, I use political science data and examples throughout the course.

I suppose the general point is that, given the pluralisation of preferences, the price of curtailing them through electoral system reforms has increased.

I am not opposed to your argument and like your article on the sweet spots. But there can be degrees of strategic voting and more disproportionality increases ceteris paribus the degree of strategic voting, I would think.

Vote choices are but are policy preferences endogeneous too? Strategic voting also means to give up your true preferences. You can resolve the trade-off btw. government formation and expressing one's preferences in one direction but it remains a trade-off.
