It does mean we could design games (even action ones) in a way that works with limiting the number of rows redrawn - allowing us to target a stable 60fps with good engineering.

At some point the screen can't keep up. This is what the screen on device looks like with the noise at 12 rows high.

The changes are so rapid the screen can't change the pixels quickly enough - which... I mean we don't need 1000fps ... right? 😶
