My overriding impression was that for every time it suggested something I’d nod along to, the detail actually seemed to undo the positive or invert it!

Would be interested to chat about the geography reforms, Mark. Ann is way through digesting the CAR but it feels like a document riddled with contradictions… and I’ve really tried to find the positives too.
