One of my favourite variants of “all talk and no action” was also said by former Australian Prime Minister Paul Keating, who described then treasurer Peter Costello as “all tip and no iceberg”
Was it Paul Keating who accused someone during parliament of having the brains of a sheep, and when ordered to retract he said "I'm sorry, the Honourable Member does not have the brains of a sheep"
The most savage insult from New Zealand (in my opinion) was a put-down from a 1949 parliamentary session, where one member said of another that “his brains could revolve inside a peanut shell for a thousand years without touching the sides.”
