Well, people *should* be paid and taxes *should* be collected.

But in many cases they aren’t.

There are even defense contractors that have issues with paying salaries on time, or at all.

And due to crippling interest payments on bonds and loans, profits are down and therefore so are taxes.

But the means of identifying them confuse me.

How is a russian bank supposed to know what a customer's cell phone has been doing prior to a withdrawal request?
