I wonder how much was influenced by the concern that this information would not be used for good. Stigma and discrimination are very real, especially in these times (even in the UK).
My hunch is that the numbers are much higher than what was officially recorded - possibly a combination of linguistic and cultural differences in terminology, but perhaps other underlying reasons (i.e., concerns for visa or residency status) which might have motivated much lower counts. Thoughts?
