They absolutely should be allowed to vote. Their numbers are counted in the census as citizens in the districts where they are incarcerated. If they're not allowed to vote there, the value of voters in those districts' votes are inflated like slave owners.

I'm a little surprised the article doesn't mention the initiative against gerrymandering, People Not Politicians. I not only signed that one, I gathered signatures for it.

Usually, when I think of JCO, it's WAYGWHYB? I was fortunate enough to perform the role of Arnold Friend in an adaptation at Northwestern University. It was part of a student-produced double bill with Berkoff's "West," which featured several folks who went on to start Lookingglass Theatre.
