What are the SEPA implication for furthering the comp plan? My understanding is that makes it tricky to add much at this point.

This would also be a great way to begin to unravel the authority of the Pioneer Square Preservation Board (and similar groups throughout the city).

They should take over the old Bartell's on 2nd. Maybe enough space (~13k SF) for a condensed version.

I can't figure out why they would give away their political power. Trump won't last forever and giving up your authority that easily is such an odd move.
