1/ First Circuit Court of Appeals Chief Judge David Barron is likely to play an outsized role in litigation against Trump’s Executive Orders. The First Circuit has only five active judges, all Democratic appointees (one current vacancy). Challenges are likely to be filed in the First Circuit.
