Dale Nally's recall petitioner says he doesn't listen to constituents and cites his concerns over the notwithstanding clause.

Being registered to vote is a requirement for a recall petitioner. Voting in elections is not a requirement.
Only the Chief Electoral Officer can reject a recall petition. Says so on the Alberta government website.
