it's kind of clunky and limited, but it also kind of the best game in town for this kind of niche application where you want to create a virtual situational awareness display in a similar way to how you'd build a layout in a physical control center with video wall control software

you can share PDFs, images, video feeds (via screen sharing or webcam input) and even basic interactive elements like a live chat
I know USCG uses it for emergency management, I think some other public safety agencies use it too but I haven't seen it much at the local/state level (for EM at least)

for folks unfamiliar with Adobe Connect (the article doesn't really get into it), it's basically just a live collaboration platform
