If you want to try it, go for it. If you don't withhold, I believe you're *also* required to pay quarterly, but you're def right that if enough people refused, they would run out of money, and I don't think the FBI could handle arresting, say, a couple million people... just a lot to ask of folks.

Well, that's the thing; maybe I'm wrong, but I don't believe the state government pays the feds at all. The taxpayers and businesses do, but I don't think that money is ever in state hands, so they don't have the mechanism they'd need to hold onto it. They'd have to tell taxpayers to stop paying.

I don't think this is possible. Tax money doesn't move through the state administration on its way to the feds; you pay it directly to them. So I don't know of any mechanism whereby the state govt could withhold federal taxes.

The state doesn't pay taxes to the federal government (generally), they go directly from the taxpayer (or their employer) to the feds. I think the best he could do is just tell people to stop paying federal taxes, which would be legally shaky ground.

I've been thinking about this for a while, but, as I understand it, there's no direct mechanism for him to do this. Your federal tax dollars don't go through the state before moving on to the feds, so he can't really freeze them. Best he can do is tell people not to pay federal taxes, which is iffy.
