The only thing that will shift russia from pretending to negotiate to actually negotiating is forcing them.

Trump must implement the sanctions on oil buyers that he promised.

And give Ukraine Tomahawks.

russia genuinely fears both these and will only then come to the table.
We still need to get from a situation where Russia pretends to negotiate to a situation where they need to negotiate.
