The pre-crime solution would be to profile desperate and hopeless groups as potentially criminal and institutionalize them for the greater good.
The policy would be supported at the highest levels because it would create many for-profit opportunities.

Instead of “electing” who the big donors want, randomly select reps-like we do jurors-to serve one term, replaced by another anonymous, capable American. Lobbyists would have no leverage over our reps-before or during their terms of service. Selectees would do a better, less corrupt job of it too.
