Horns should be made out of a curve, like seen here. A head, you should use a sphere for the base, and then use primitives like spheres, cubes, and cylinders to block out the main facial features.

Yee, my recommendation is to always start with a blockout with primitives, and then joining it all into one, and then remeshing in sculpt mode. A high quality sculpt is the best way to get a completely new character started.

Correct! I modified the head through a shape key, separated it out, then I joined it into the original sculpt object (hiding the original head inside) and then remeshed. That let me keep the body and tail, but with an entirely new head I could work on :>
