I think what we're seeing is, what we'll call, "operational confusion" at CMS. We're seeing the same thing with the likes of HeadStart.

All the cabinet positions are real jobs. Most of them are in charge of thousands of technocrats, or at least zillions of dollars. Reporters need to stop treating politics like a reality show.
CMS is a real job. Maybe a TV host can pretend to do some mid-tier cabinet position while a deputy does the real work. CMS is a technocratic job responsible for 6,000 employees, complicated billing policy, HIPAA, etc.
Dr. Oz knows how to do precisely none of that.
