It's insane reading something like say Mike Grell Green Arrow where his recurring enemies are the CIA and he stumbles into Iran/Contra in the Longbow Hunters mini and made explixit this is business as usual. It would not get published today. Even if it was the CIA, they'd be corrupted not corrupt.
