Stricter penalties now apply for noncompliance. Failure to report a change of address within 10 days may be considered a deportable offense unless the noncitizen can prove the failure was not willful or was reasonably excusable.

Under Executive Order 14159, issued on January 20, 2025, the Trump administration significantly increased enforcement of the legal requirement for immigrants to file the “Alien’s Change of Address Card” (Form AR-11). Stricter penalties now apply for noncompliance.e.
