I need a lawyer to explain to me how this Montana Plan will hold up before the current court considering First National Bank of Boston vs Bellotti. Citizens United isn't the relevant precedent. Massachusetts tried the Montana Plan in the 1970s. Bellotti is, and always has been, the problem.

They chose the contractor with no experience, because lacking any experience they think they can do it faster. Yeah - I've seen this before - it never goes well.
