Not popular but yes the power and funding vacuum that would exist with a shutdown is an outcome Trump would be fine filling, with a Democrat party scapegoat as a reason to say “it had to be this way”
If the CR passes, gov’t services are funded & there’s a legal basis to challenge a failure to spend. If the CR fails POTUS can legally shut down any part of gov’t he wants to, not pay federal employees & force the ones he wants to work to do so
