Slow over rate was rife in ODIs in India in 1980s. 1987 world cup put a stop to that by imposing heavy fines

This was the worst case situation :

Three overs short in the final : fine of 25,200 pounds
Prize money for the runner up : 12,000 pounds

Not suprisingly, overrate was never a problem 1/2
