The "upgrade" is $40. It adds all the DLC and the Creation Club shit. If you have all the DLC, it just gives you the Creation Club shit, which is $20 all by itself.
I can promise you some people bought the $40 upgrade not realizing it was just stuff they already had.

Well, at least I’m glad that Nintendo is finally giving new content for ACNH given the game and the company’s reputation for handling content updates.
