This happens more often than we realize. I’ve experienced something similar before. Unfortunately, the publishing process lacks safeguards to prevent it. Once you circulate your work or submit it for review, it enters the 'Wild West' of academia.
The copy of our 2022 Nature paper finally got published. I was asked to review it multiple times at different journals, and each time we rejected it (me and the other reviewers), they submitted somewhere else.
