In particular, they want leases to no longer necessarily remain in effect indefinitely, so that landlords have more options for creating tenant turnover.

Same. If every landlord can jack up the rent to whatever they want, I have literally nowhere to go. I would be homeless. And I have a good job.
We live in an apartment in downtown Toronto and we pay well below market rate because we moved in eight years ago and the landlord has only been able to increase rent at about the rate of inflation. If this law passed and we got a rent hike we'd have to move, and I have no idea where we'd go.
In particular, they want leases to no longer necessarily remain in effect indefinitely, so that landlords have more options for creating tenant turnover.
