Speaking at the WTO about industrial policy (IP), I highlighted three key points:

1. Transparency is essential.

2. Local content rules can undermine IP’s goals.

3. The WTO’s TBT agreement offers a model: permit IP for “legitimate aims” when it’s minimally trade distorting.

I went to the #bcstx Costco today and put my car sunshade in the windshield to keep the car cool. While 81F in Dec. is actually pretty comfortable, I can't help but think of what those extra degrees of warmth will feel like in August.
