You have can't have crisis communications protocols that require supervisor approval out-of-hours if a supervisor isn't on duty. This has to be delegated to trusted individuals who can react quickly and get the messages out to alert people and save lives.
Q: There are reports where a fire dept commander asked a Kerr County sheriff dispatcher for a code red to be issued but they said they couldn't without a supervisor approving it. Almost 6 hours passes. How do you account for that lapse of time?

Whenever we are in Houston we head over to New Braunfels to float the Guadalupe River, in o-rings with beers. We were on it six weeks ago and some of the levels were so low I would beach and have to push myself off. I can't imagine it as this raging torrent.
