My take on Elon Musk asking federal workers what they did last week as a 19-yr state govt employee: Fed & state agencies are top down, hierarchical systems. Prob 99% of people are doing (or NOT doing) what they've been told to do / what law specifies they do. These aren't startup tech firms, FFS
