In fact, the eel is not even mentioned in the agreement

La laguna del Sopetón, en el pasado mes de marzo, rebosa hacia la marisma de Doñana.

Este tipo de eventos aumentan de forma extraordinaria la conectividad de las lagunas… y las posibilidades de que las especies puramente acuáticas consigan alcanzar lugares adecuados para su reproducción.

Illegal landfills, meanwhile, have no restrictions on what enters them, no lining + no filters. Until strong measures are taken to deal with illegal dumping, people's health will continue to be at risk from the chemicals they can contain.
