I think some people hear “grants” and think that without them, scientists and government workers just have less stuff to play with at work. But grants fund salaries for students, academics, researchers, and people who work in all areas of public service.

Racism! Check out the relationship between the integration of higher education and the decision to increase tuition and cut state support for colleges. Public goods were only good when serving a specific version of the public.
I will never stop being aghast that the United States built a higher education system that was literally the envy of the entire world—our bitterest political enemies nonetheless sent their children to us to be educated, it was so good—& then just decided to systematically, ruthlessly dismantle it
