I haven't set up comparisons of different materials but helping friends install stereos yrs ago, I've never heard a difference between zip/lamp cord type cables and $$$ Monster type cables. I use the zip cord for speaker connections in guitar cabinets.

Considering the huge amounts of $ thrown at an agency run by an unqualified political hack, is any surprise that massive corruption is rampant? It is Congress's job to supervise how the public's money is spent by the Admin; but, as usual, it has failed in its oversight for political reasons.
