If you want to think about how colonialism works to make disasters worse-and not 'natural'- think about the deforestation of Haiti and who benefited from it. Now think about 40 inches of rain on mountains that used to have native forests. There is no way to disentangle this stuff.
I can't speak to Jamaica, but I can speak to Haiti. Haiti is incredibly mountainous. The tallest mountain in North Carolina (referencing cause of Helene) is Mount Mitchell at 6,684 feet. The tallest mountain in Haiti is Pik Lasel it is 8,793 ft
