A more rational approach to the implementation of Tariffs could have been that after announcement of the revised rates,a cut off period of 2-3 months should have been given in which the affected states would have negotiated their imposed tariffs on goods with US ?

Trump worked up the Tariff regime through Kushner, his son in law , without a prior debate or evaluation process . I never thought that even in a First World democracy, such whimsical decisions can be taken which accrued a loss of almost $6 Trillion to US citizens?
