My mom has access to the internet and knows how to use it but doesn't. She is in possession of a mobile phone (a recent development) but doesn't use it beyond text messages. She is the most offline person I know, and I love that for her. She experiences no down-sides to it. No reason to change.

Protest isn't an ends in and of itself. It exists on a spectrum of activism, starting with awareness, ending in direct forceful material action creating change.
If you're stuck at the basic protest awareness stage without the credible potential for escalation, there is little motivation for change.

If every time people encountered poor quality products the asked me "was this product made using that tool you're constantly saying is so good?" I might stop saying I thought that tool was so good, IDK.
