Peter's widow sued because she was not put in charge; but MLB said she wasn't qualified to run a baseball team. The other stakeholders don't have the cash on hand to buy the widow out, and she doesn't have the money to buy them out. Hence the team has to be sold to settle to case.

Peter's widow sued the other owners because she was not given control over the team; MLB felt she was not qualified to run a baseball team. The other stakeholders don't have the money to buy her out, and she doesn't have the money to buy them out, so the team has to be sold to settle this lawsuit.
It is very sad that Peter is gone and his surviving family members are unwilling or unable to go to the lengths he did trying to win a championship.
Also, without a cap in place, the Padres need someone(s) with a lot more fuck-you money than the Seidlers to have a real shot every year.
