The data has been turned into a searchable tool on HaveIBeenFlocked.com. It says it has data on more than 2.3 million license plates and tens of millions of Flock searches.

Flock responded to this by threatening the site and by limiting info the public can get via public records requests.

My pet theory is that the outage cut the connection to the cars from the live safety monitors in India and so the cars just halt. Nothing to do with traffic lights.
