Fabric is still first if you want to improve comfort, health and affordability Ed. If you are only concerned about carbon sure, go ahead and sideline fabric. But you can expect to see fuel poverty, damp and mould increase. (And don't forget that leakier buildings = more generation & more cables)
Sounds like the end of the 'fabric first' mantra being set out here.

Fascinating bit of convergent evolution that despite the trade union membership in the UK being so much larger and more diverse (in literally every sense) than the US, the basic political economy lesson in both countries is 'there is absolutely no useful electoral coalition for this approach'.
There are lots of things you could say about this Government, but not being on the side of unionised workers is pretty out there to be honest.
