I know far more about EHCPs than I’d like to, and I can vouch for what Sam says here.
Parents seek EHCPs because it’s now usually the only way to get support for a child. It is no fun at all, for the people requesting them, completing them or rationing the support they are supposed to unlock
Profoundly unhelpful and flat out untrue. No parent would endure the misery of the ECHP system unless they felt it was really necessary.
What's his evidence for this inflammatory claim? Can't see any reference to it in the story...

I do increasingly think that something is badly awry in British public life. Even here, in loopy America, nobody argues about installing heat pumps. Nobody. The Trumpiest gun shop and the greenest tiny house all have them. Legit debates about cost/efficiency/cold weather… but zero ‘controversy’
