From r/asl, “Why do you keep capitalizing "Deaf"? We use "little-d" deaf to mean someone who physically can't hear well. We use "big-D" Deaf to mean someone who is *culturally deaf*. Now an interesting bit: someone who is Deaf does not have to be deaf, and someone who is deaf does not have to be Deaf! For instance, children of deaf adults (CODAs) are very often Deaf but hearing. Many people are physically deaf but aren't part of Deaf culture. It's about how a person self identifies and where their culture lies more than it does with anything physical.”
