We don't know whether the victim was armed, but we do know he was getting beat to hell and was not shooting at ICE. But even if he was carrying, does carrying alone justify a public execution? I'm no 2nd amendment advocate or expert, but, yeah, I'm pretty sure it doesn't. This is murder, full stop.
